Section 2.  TOURNAMENT DATES
The 2010 Wrestling Championships will be held at Independence High School on FRIDAY / SATURDAY, FEBRUARY 19/ 20, 2010.
    
Section 3.  FORMAT OF TOURNAMENT
Single-elimination for Championship bracket; with double-elimination for 3rd Place, beginning in 1st Round.
   
Section 4.  QUALIFICATION OF INDIVIDUALS
A. The top 29 individuals, and alternates in order of Varsity League finish, in each weight-class from each League
qualify to enter a 32-place bracket, as follows:

  In each weight class that a wrestler from The King's Academy qualifies, the SCVAL will be allowed one additional entry.
B. Entry Procedure:
1. The number of entries per League, per weight-class, is determined by the respective percentage of CCS Tournament medalists over the past two [2] years;
2. No League will qualify less than two [2] entries per weight-class, and no league will receive more than six (6) entries per weight class.
3. Additional entries are allocated, in order, to the top-ranked Leagues to fill the bracket to 29 of the 32 places;
  4. In each weight-class, if open spots occur in the 29-person bracket, and after the alternate from the League which has the opening(s) has been placed, or is not available, then qualified alternates from other Leagues may be placed, in rank order (as determined by the Seeding Committee), in the open spot(s) to fill the 29- person bracket.
C. When two [2] or more basic Leagues join together to form two [2] or more supplemental Leagues, the following shall apply:
1. When two [2] or more supplemental Leagues are formed by the joining of two [2] or more basic Leagues, and each of the two [2] or more basic Leagues had Automatic Qualifiers to the CCS Tournament, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., League A and B each have three [3] Automatic Qualifiers.  When the new supplemental Leagues are formed, combining A and B, they will have a total of six [6] Automatic Qualifiers).
2. The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues.  In the absence of a basic League tournament to determine Section qualifiers, it MUST allocate an automatic berth to each of the supplemental League Champions.
  
Section 5.  SEEDING PROCEDURES
A. Up to six [6] individual wrestlers may be seeded by the Wrestling Committee and placed in brackets that corres-pond to their seeds.  An alternate may also be designated for purposes of the following:
1. If any of the top-six[6] seeds do not qualify (i.e., does not make weight, etc.) for the Tournament during the time following the seeding meeting but prior to the start of competition, then the seeding positions will be filled by moving seeded wrestlers up (e.g., if #4 does not make weight >> #5 goes to #4; #6 goes to #5), and the alternate will fill the last seeded position.
2. If all seeded wrestlers qualify for the Tournament, the alternate will remain in the general pool of qualifying wrestlers.
B. The balance of the bracket will be filled by plan, while also achieving the following, whenever possible:
1. Keep League Champions from meeting in the 1st Round; and
2. Separate the 1st- and 2nd-Place entries from each League, by placing in opposite half-brackets.
C. A League may have only one [1] wrestler on the board at any one time.
D. The following required criteria will be used for seeding, in rank order:
1. Head-to-head;

4. Common opponents;
2. Returning CIF State Meet medalist from the previous year;

5. Tournament placing;
3. Returning CCS Meet medalist from the previous year;

6. Over-all record.
  
Section 6.  ENTRIES
A. Only those wrestlers qualifying in League Tournaments are eligible to participate.
B. Only a qualified alternate from the League may participate, when a vacancy occurs.  When there is no alternate, a forfeiture occurs at the spot where no contest takes place, unless filled by fill-in wrestler.
C. Leagues should weigh-in any alternate who has qualified in their League Tournament.
D. All vacancies will be filled with the League alternate without changing bracket placement, except as specified in Section 5.-A. above.

  
Section 7.  SITES
The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs.  The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs.  The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole.  Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. 
Sites will be assigned by the CCS for the good of the Tournament.
 
Section 8.  RULES
A. The 2009-10 National Federation Wrestling rules will be followed.
B. A maximum of two [2] team personnel (coaches who are certified by participating schools, and/or non-participating contestants) will be permitted on the chairs at the edge of the mat.
   
Section 9.  OFFICIALS
The CCS Commissioner will contract with local accredited Officials Associations for the match officials who will be used throughout the Tournament
  
Section 10.  AWARDS
Awards will be presented at the conclusion of the Championships as follows:
A. Team Trophies: Champion, Runner-Up, 3rd- and 4th-Place teams;
B. Medals: The top six [6] finishers in each weight-class;
C. Plaque: Coach of Championship team.
 
Section 11.  SPORTSMANSHIP
A. The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment
for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.
   
B. The following behavior is unacceptable at all CIF/CCS High School contests:
  • berating your opponent's school or mascot
  • artificial noise makers
  • complaining about officials' calls
    (verbally or in gestures)
  • obscene cheers / gestures
  • berating opposing players
  • negative signs
C.

To this end, each school is required to submit one (1) signed Sportsmanship Contract on or prior to September 15 of the school year.  This contract confirms that the principal has verbally and through written communication addressed the importance of sportsmanship to his/her student body, faculty and community.
D. Each Principal is required by the CCS Board of Managers to meet with any individual from his/her school participating in the Tournament to review CCS Sportsmanship Information.(See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET)
E. Coaches will attend a coaches meeting the first morning of the Tournament where they will be reminded of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with their athletes in the past week.
   
Section 12.  ELIGIBLE ATHLETES
A. No athlete will be allowed to compete who is not accompanied by a coach or faculty member of the school which he/she is representing.
B. All athletes must be in good standing with their League, school and CCS in order to compete. No ineligible athletes will be allowed to compete.
C. Any player or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including the State CIF Tournament.
    
Section 13.  PRACTICE AT CHAMPIONSHIP SITE
No arrangements for practice at the competition site is allowed once the site of the Tournament has been announced by the CCS.  See "General Tournament Information" Section of this Tournament Guide for specific policy.  Schools found in violation of this rule may be barred from further participation in the Section Play-offs.
   
Section 14.  TOURNAMENT SUPERVISION
Adequate student/spectator supervision must be provided by each school participating in the Tournament. School administrators/faculty who attend the contest in this capacity should introduce themselves to the CCS Site Director and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students and spectators.
In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section-CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designated for, or most closely associated with, the team in question. 
Seating of persons audibly cheering for a particular team or athlete in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible and such persons shall be directed by staff to the appropriate seating location for their team. 
  
Section 15.  PASSES
A. ONLY CCS and CIF passes will be honored.
B. Participants will be admitted with the coaching staff.
C. The following procedure will be followed for all CCS events for admission and identification of faculty supervisors:
1. The school shall supply a Pass Gate List Form, in duplicate, listing the names of a maximum of six [6] supervisors assigned to the contest.  This Pass Gate List Form may be found in the Appendix of this Tournament Guide and should be signed by the Principal to be valid.
2. This list must be presented at the admission gate in time to provide complimentary admission to those listed.
    
Section 16.  TOURNAMENT INFORMATION
The CCS Participant Information Bulletin will be sent to all schools and the media approximately three [3] weeks prior to the Wrestling Championships.

CIF-CENTRAL COAST SECTION HARDSHIP RULE - WRESTLING
Statement of Intent:
This procedure is designed to provide consideration for a deserving wrestler who, due to being under a doctor'scare for an illness or injury, is prevented from participating in the League Finals Meet, and thus, prevented from qualifying to the Section Meet.
This "Hardship Rule" is intended for use for qualifying from the League Meet into the Section Meet.  It cannot be implemented for qualifying from the Section Meet to the State CIF Meet.
A. APPEAL COMMITTEE
An Appeal Committee shall be established, chaired by the League Meet Director, and consisting of the officially designated League Head Varsity Coaches.  If the League Meet Director is a Head Varsity Coach, he/she may designate his/her Assistant Coach as his/her Representative on the Appeal Committee.  No
other designates may be used.  No proxy votes for absent Coaches shall be allowed.
B. QUORUM
In order to hear an appeal, a quorum of the Committee must be established.  (A quorum shall consist of any amount more than one-half of the total number of League Head Varsity Coaches.)
C. APPLICATION OF APPEAL
A written application of appeal for consideration shall be presented to the Appeal Committee by the Coach of the respective wrestler prior to the start of the League Tournament.  The application shall include the wrestler's name, school, weight class, a thorough description of the circumstances preventing the wrestler's participation, and a written verification from the petitioner's doctor.
D. VOTE OF COMMITTEE
The Appeal Committee shall act on all such applications prior to the start of the League Meet.  A simple majority of the eligible Committee members voting is required to grant the appeal, and the decision of the Committee is final.  The Committee Chairperson shall vote only in the case of a tie vote by the Committee.
E. WRESTLE-OFF PROCEDURE
A wrestler granted favorable consideration by the Committee shall participate in a wrestle-off with the last qualifier from the League Meet in the same weight class.  The wrestle-off shall be held no later than the Friday following the League Finals, at the qualifier's site, or at a site mutually agreed upon.  The League
Commissioner shall decide on the specific date and time, if not mutually agreed upon by both coaches.  Both wrestlers must make weight, with no weight allowance given.  Failure to appear, or make weight, for the wrestle-off shall constitute a forfeit.  The petitioner must step on the scale first, and make weight before the qualifier is required to do so.
F. OFFICIALS
A qualified official, assigned by the League Commissioner from the appropriate accredited Officials Associationshall be used for all wrestle-offs.  The petitioner's school will be responsible for paying the official's match fee.
G. PLACEMENT IN SECTION MEET
For Section Meet seeding purposes, the winner of the wrestle-off shall be inserted in the position of the last qualifier from the League Meet.  However, a wrestler who has qualified through the "hardship" process may, by a vote of the CCS Wrestling Committee, be seeded.
H. MULTIPLE PETITIONERS
If two [2] or more wrestlers in the same weight-class are granted favorable consideration by the Committee, they shall participate in a wrestle-off of their own prior to the wrestle-off with the qualifier.  The League Commissioner shall determine the date, time, site, and format (if it involves more than two [2] wrestlers) of such wrestle-off.  All other procedures of Sections E., F., & G. above shall apply.
