A. |
Teams will enter into two (2) single-elimination tournaments as follows:
- Division I: 10-team Tournament
- Division II: 10-team Tournament
- The current school year's grade 9-12 CBEDS enrollment figures (to be
posted November, 2009) will be the determining factor in placing teams in their appropriate Divisions. The 10 schools with the highest enrollment
figures will play in Division I and the 10 schools with the next highest enrollment figures
will play in Division II.

C. |
SITES: The CCS
Commissioner and/or staff shall be responsible for all contracts for sites
used during the CCS Play-offs. The
CCS Commissioner and/or staff have sole authority to schedule or cancel
sites, as well as full discretion as to the assignment or re-assignment of
teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any
disputes over sites or times of play, and the decision of the CCS
Commissioner is not appealable, due to the immediacy of running the
Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be
expected in any rounds of play. Sites will be assigned by the CCS for the good of the
Tournament.

The number of
Automatic Qualifiers
allocated to each
League is as follows:

B. |
SUPPLEMENTAL
LEAGUES
When two [2] or
more basic Leagues join together to form supplemental Leagues, the following
shall apply: |
|
1. |
When two [2] or more supplemental Leagues
are formed by the joining of two [2] or more
basic Leagues that each
had one [1] Automatic Qualifier to CCS Play-offs, the new
supplemental Leagues shall retain the total of their previous
Automatic Qualifiers (e.g.,
League A and B
each have one [1] Automatic Qualifier. When new supplemental Leagues Are
formed, combining A &
B, they will have a total of two [2] Automatic
Qualifiers.). |
|
2. |
The League Board of
Managers having governance authority over the supplemental Leagues
shall determine in its bylaws how those Automatic Qualifiers will be allocated from
the
supplemental Leagues. In the absence of a basic League tournament to determine Section
qualifiers, the
basic League MUST allocate an automatic berth to each of the supplemental League
Champions. |

A. |
SEASON SUMMARY SHEET (See APPENDIX for SEASON SUMMARY
SHEET -- BOYS VOLLEYBALL)
All teams (League Champions
and those wishing to be considered for At-Large), MUST submit a completed
Boys Volleyball Season Summary Sheet to
the CCS BEFORE THE BEGINNING of the Seeding meeting to be eligible to participate in
the Section Tournament. |

1. |
All matches, including tournaments, must be listed on the Season
Summary Sheet. |
|
2. |
All matches must adhere to the following guidelines: |
|
|
a. |
Matches must have been played as "2-out-of-3"
(such matches can only have been played in tournaments)
or "3-out-of-5" (such matches may have been played in dual contests or tournaments); |
|
|
b. |
Matches must have utilized
"rally scoring" to 25 points (except for the 3rd or 5th game, respectively,
played
to 15 points), with no cap; |
|
|
c. |
The "let serve" and
"time-out" rules must also have been utilized in all matches; |
|
|
d. |
"Side-out" scoring cannot have been
utilized. |
|
3. |
In order to be counted, pool-play matches must have utilized a "2-out-of-3"
or "3-out-of-5" format, with "rally scoring" to 25 points. |
B. |
AT-LARGE SELECTION, SEEDING AND
BRACKETING

used for purposes of seeding and selecting At-Large entries: |

The above
point-system will be applied for all practice games, League games and
tournament games of each team's season. League Play-offs are not to be included in
game-count or in point-totals. |
|
3. |
Add the points, as determined in Section 5.-B.-1. above, and divide by 24, or the number of
matches played, whichever is
greater, to determine the team's points-per-match average. This number
will be used to select the At-Large teams and to seed the Tournament. |
|
4. |
League Classifications |

Out-of-Section opponents and independent CCS opponents will be

Competition with non-CCS opponents that are League
Champions may earn the appropriate bonus points; however,
verification of such League Championship status is the
responsibility of the
team claiming such bonus points. |
|
5. |
Bracket
Placement |
|
|
a. |
Teams will be seeded according to their
point-total, with the following exceptions: |
|
|
|
(1) League-mates
will not meet in the 1st Round, if possible; |
|
|
|
(2) Teams from the same League may not be seeded,
or selected as At-large in
other than the rank order in which
their League enters
them in the
Tournament; |
|
|
|
(3) League Champions (or higher-seeded team, if no
League Champions are playing) will
be
the host schools in all Rounds prior to the Semi-Finals. |
|
|
b. |
If, after seeding the Tournament by the above
objective criteria, at least two-thirds of the League Representatives present agree that significant misplacement has been made in the seeding
of any team, then a subjective change
in placement may occur by agreement of at least
two-thirds of those Representatives present. |
|
6. |
Resolving Point Ties
for Purposes of Seeding Teams in Bracket
If, when placing teams into the appropriate brackets by the
total season points, two (2) or more teams have an equal number of points,
the tie will be broken as follows: |
|
|
a. |
Determine if there was any head-to-head competition
during the season; |
|
|
b. |
Determine if the tied teams had any common opponents
during the season; |
|
|
c. |
If neither of the above procedures break the tie,
conduct a blind draw. |
|
|
A. |
The 2009-2010 National Federation Volleyball Rules will
be used, as modified by State CIF adoption. |
|
1. |
Winners will be determined
by the best "three-out-of-five" matches, with all games utilizing
"rally
scoring" to 25
points (with no cap), except the 5th game will be played to 15 points (with no
cap). |
|
2. |
The "let serve" and time-out rules will be utilized. |
B. |
A coin-toss shall be conducted
between the designated Captain of each team at least 15 minutes prior to
the 1st (and 3rd and 5th) game of the match. The visiting
Captain shall call the toss. The winner shall choose either
to serve or receive, or the playing area. The loser of the toss
shall be given the remaining choice(s). |
|
|
A. |
The CCS Commissioner will contract with local accredited Officials
Associations to provide a
certified referee, umpire, and
linespersons for all matches. |
B. |
For all
matches prior to the Semi-Finals, the home team's assigning association will
generally be contracted to provide
all officials. |
C. |
For all Semi-'s, and
Finals, the higher-seeded team's assigning association will
generally be contracted to provide
the referee, and the other team's assigning association the umpire. |
D. |
For all matches, the home team will be
expected to provide a competent scorekeeper. |
|
Section 8. AWARDS
Awards will be presented on the gym
floor immediately following the Championship Game, as
follows: |
A. |
Team Trophies:
Presented to the Champion and Runner-Up teams; |
B. |
Medals (30): Presented to members of the Championship &
Runner Up Teams (15 each); |
C. |
Coaches
Plaque: Presented to the Coach of the Championship team. |

Section 9.
GAME BALL
SPALDING is the
official Tournament ball of the CCS and shall be used exclusively in all
rounds of play. Each participating team will be provided with a SPALDING ball. |
|
|
|
A. |
Teams will be seated for game #1 as determined by
the coin-toss. |
B. |
Teams shall occupy the
bench located on the side of the net adjacent to their playing area
throughout the
match. |
C. |
Only the coach, team manager,
statistician, trainer and players are allowed on the bench during the
match. |
|
|
A. |
The member schools of the CIF/Central
Coast Section are committed to providing a
sportsmanlike environment for
students, coaches, and spectators. |
| |
Our Sportsmanship
Definition is:
A person who can take a loss or defeat without complaint, or victory
without gloating,
and who treats his/her opponents with fairness, courtesy
and respect. |
B. |
The following behavior is unacceptable at ALL CIF/CCS High School contests: |
|
- berating your opponent's
school or mascot
- complaining about
officials' calls (verbally or in gestures)
- berating opposing
players
|
- artificial noise-makers
- obscene cheers / gestures
- negative signs
|
C. |
To this end,
each school is required to submit one (1) signed Sportsmanship Contract
on or prior to September 15 of the school year. This contract confirms
that the principal has verbally and through written communication
addressed the importance of sportsmanship to his/her student body,
faculty and community. |
D. |
|
E. |
Coaches and Captains will meet with the Site Director 30 minutes prior to game time to
remind them of the importance of
good sportsmanship and to make certain their Administrator has reviewed
this information with them in the
past week. |
F. |
Administrators from
both schools in each contest will attend a mandatory meeting with the
Site Director 15 minutes prior to
game time. (The coach cannot represent the school at this
meeting.) |
|
|
A. |
All players must be in good standing with their
Leagues, schools and CCS in order to
compete. No ineligible athletes
will be allowed to compete. |
B. |
Any player
or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT
or UNSPORTSMANLIKE BEHAVIOR will
be disqualified from all remaining contests in that sport
that season. |
|
Section
14. FACULTY
SUPERVISION
Adequate student/spectator
supervision MUST be provided by each school participating in the
Tournament. School administrators/faculty who attend the contest in this
capacity should introduce themselves to the CCS Site Director, and tell him/her
where they will be located throughout the contest in case their assistance is
needed. It is the responsibility of the school supervisory personnel to
prevent and correct any inappropriate behavior of their school's students or
spectators.

In order that all persons may experience maximum
enjoyment at CCS athletic events, and to encourage good public order, it is the
policy of the Central Coast Section-CIF that all persons wishing to audibly
cheer or support a particular team be seated in an area designate for, or most
closely associated with, the team in question.
|
Seating of persons audibly cheering for a particular
team in the cheering section of, or areas most closely identified with, the
opposing team is to be avoided whenever possible, and such person shall be
directed by staff to the appropriate seating location for their team.
|
|
|
A. |
Teams shall enter the gate with their
coach. |
B. |
Schools will be allowed free
admission for six [6] Adult Supervisory personnel in addition to the
team and coaching staff.
These individuals must be listed on the Pass
Gate List form (found in
the APPENDIX of this Tournament
Guide), signed by the Principal, and then submitted at the entry
gate in time for these individuals
to be granted complimentary admission. |
|
Section
16. TEAM TRAVEL
SUBSIDY
Travel is subsidized
for up to four [4] vehicles. If a bus is utilized, it should
be claimed as the equivalent of four [4] vehicles. The Travel
Subsidy Form must be completed and returned to the CCS office within 10
working days of the team's last CCS Play-off contest.

Section
17. REPORTING RESULTS
It is the
responsibility of all teams to report their results in a timely fashion to the
media in their area, as well as to CCS at 408-224-2994 X 20. Contest results
will be posted on the CCS Web-site [www.cifccs.org] as soon as
possible. |
|
Section
18.
PROGRAMS / ROSTERS
Official Team Rosters are
due to Justin Peterson, the CCS Tournament program printer (http://www.preppolo.com/section/ccs) no later than MAY
1ST, in order to be included in the Tournament
program. Coaches must submit rosters on-line by going to
either the CCS web site (www.cifccs.org, then follow the prompts to
"Play-offs/Boy's Volleyball/Rosters), or go directly to the Section
Sports web-site listed above. Please
do not send rosters to the CCS office. |
