2. TOURNAMENT DATES / SITES |
The 2010 CCS Boys
and Girls Swimming & Diving Championships will be held at the Santa Clara Swim Center as follows:

| SITES:
The CCS Commissioner and/or staff shall be responsible for all contracts
for sites used during the CCS Play-offs. The CCS Commissioner and/or
staff have sole authority to schedule or cancel sites, as well as full
discretion as to the assignment or re-assignment of teams to times and
sites throughout the CCS Play-offs. The CCS Commissioner and/or staff
have the final authority in any disputes over sites or times of play,
and the decision of the CCS Commissioner is not subject to appeal, due
to the immediacy of running the Tournament for the good of the whole.
Neutral sites are not a policy of the CCS and should not be expected in
any rounds of play. Sites will be assigned by the CCS for the good of
the Tournament. |

3. QUALIFICATION OF INDIVIDUALS FOR COMPETITION |
(IMPORTANT!
Qualifying standards in both Swimming and Diving may only be met in
official CIF competition during the current high school season.)

Indicates a new qualifying standard. (The three[3]-year
average of the 40th-place time for individual events and the
32nd time for relays will be used as a guideline for
adjusting the qualifying standard in each event the

B. |
DIVING |
|
1. |
All divers scoring 280 in an 11-dive CCS-sanctioned or League Championship
competition may enter the Section Championships. |
|
2. |
The six (6) optional
dives performed at the CCS Championships must have a
degree-of-difficulty totaling at least 10.5. |
|
3. |
Every League or
supplemental League MUST submit, along with their League entries, the
names of two (2) qualified Diving judges. Five (5) names will be
drawn and notified in advance of the Section Meet. |

4. |
Diving preliminaries for both girls and boys will
be held on Friday, May, with the top 20 girls and top 20 boys advancing
to the finals on May (pending October 2009 Board of
Managers meeting) |
|
Section
4. ENTRIES |
A. |
All League
Representatives should submit their League Meet results to the CCS
Meet Director prior to the start of the Meet. |
B. |
Each team shall be
permitted a maximum of four (4) entries in an individual event
and one (1) team in a relay event. |
C. |
Each individual
shall be permitted to enter a maximum of four (4) events, no more
than two (2) of which may be individual events. |
D. |
Entries should be
submitted electronically. If absolutely impossible, entries may be
submitted via fax to the Results Coordinator. |

1. |
All entry forms
should be typed |
|
2. |
All entries must be
complete, with first and last names, school year, event and qualifying
time to be considered officially entered. |
|
3. |
Divers should be
included in the appropriate event on the Swimming Team Entry Form;
AND |
|
4. |
Divers shall also
electronically submit their list of dives by the deadline designated
in the CCS Participant Information Bulletin on the electronic form posted
on the CCS Web-site. |
|
5. |
Coaches must be
prepared to prove all entered times and diving scores with official meet
results. The submission of fraudulent information will result in the
entire team being disqualified from the CCS Swimming & Diving Meet. |
|
6. |
No correction of
events entered, times submitted or additional entries will be allowed
past the entry deadline. |
|
7. |
Late or phoned in
entries will not be accepted. |
|
8. |
Scratches for
Swimming Trials must be submitted to the Clerk-of-the-Course on FRIDAY, MAY 21, for both Boys and Girls. |
|
9. |
Swimming Team Entry
Forms must be delivered to the appropriate person, as designated in the CCS Participant Information Bulletin, no later than SUNDAY,
MAY 16, 2010, at 11:00 AM. (Do not send to the CCS Office!)

Section 6. SCORING |
A. |
Scoring for 16
places shall be as follows:
Relays: 40, 34, 32, 30, 28, 26, 24, 22, 18, 14, 12, 10, 08, 06,
04, 02
Individual: 20, 17, 16, 15, 14, 13, 12, 11, 09, 07, 06, 05, 04, 03,
02, 01 |
B. |
In case of a tie by
two (2) or more competitors for any place scoring in an event, the
points for all places involved shall be divided equally among the tying
competitors. |
|
Section 7. WARM-UP PROCEDURE |
The following
procedures will be strictly enforced at the CCS Swimming & Diving
Championships (athletes are expected to be aware of these procedures and
follow them during any warm-up period for the Championships): |
A. |
Marshals will be
supervising the warm-ups to ensure that proper procedures are followed. |
B. |
Important points for
specific warm-up period: |
|
1. |
No racing starts or
diving in lanes other than those designated for diving; |
|
2. |
All swimmers shall
start in all lanes at starting end of pool; |
|
3. |
Coaches should stand
at starting end of pool when verbally starting swimmers on sprint or
pace work; |
|
4. |
Swimmers should be
reminded by coaches that breaststrokers need more lead time than
freestyle or butterfly swimmers; |
|
5. |
Backstrokers should
be reminded of the dangers of leaving simultaneously with someone on the
block. No one should be allowed on the starting block until the
backstroker has executed his/her start. |
| C. |
Marshals shall warn
a swimmer(s) and inform the coach when warm-up procedures are not being
followed. If a swimmer persists in violating warm-up procedures that
are endangering his/her or some other swimmer's safety, and that swimmer
and his/her coach have been warned, that swimmer may be removed from the
remainder of the warm-up period by the Meet Referee, in conjunction with
the Meet Director. |
| D. |
Coaches are expected
to cooperate with these efforts to protect their swimmers' safety and to
provide the maximum use of warm-up time for all participants. |
| E. |
The above procedures
are those recommended by USS, the National Governing Body for
Swimming in the United States. |
|
Section 8. RULES |
A. |
The 2009-10 National Federation Swimming & Diving Rules will be
used. |
B. |
SHAVE DOWN:
Shaving,
in any form, is NOT allowed at the Meet venue. This will be considered "Unsportsmanlike
Conduct" under Rule 3, Sec. 5, Art. 1 of the NF Swimming & Diving
Rules. |
C. |
DECK-CHANGING
Deck-changing is NOT allowed at the Meet venue. This will be considered "Unsportsmanlike
Conduct" under Rule 3, Sec. 5, Art. 1 of the NF Swimming & Diving
Rules. |
|
Section 9. AWARDS |
Awards, as follows,
will be presented on the pool deck as outlined below: |
A. |
8 Team Trophies: |
1 awarded to the
Champion, 2nd-, 3rd- and 4th-Place teams (Girls/Boys); |
B. |
252 Medals: |
1 awarded to the top
six (6) finishers in each event, including relays (Girls/Boys); |
C. |
2 Plaques: |
Awarded to the Coach
of each Champion Team (Girls/Boys). |

Section 10. SPORTSMANSHIP |
A. |
The member schools
of the CIF/Central Coast Section are committed to providing a
sportsmanlike environment for students, coaches and spectators. |
|
Our Sportsmanship
Definition is:
A
person who can take a loss or defeat without complaint, or victory
without gloating,
and who treats his/her
opponents with fairness, courtesy and respect. |
B. |
The following
behavior is unacceptable at all CIF/CCS High School contests: |
|
- berating
your opponent's school or mascot
- complaining about officials' calls (verbally or in gestures)
- berating
opposing players
|
- artificial noise makers
- obscene
cheers / gestures
- negative
signs
|
|
C. |
To this end,
each school is required to submit one (1) signed Sportsmanship Contract
on or prior to September 15 of the school year. This contract confirms
that the principal has verbally and through written communication
addressed the importance of sportsmanship to his/her student body,
faculty and community. |
D. |
Each Principal is required by the CCS Board of Managers to meet with any individual or
team from his/her school participating in the CCS Tournament to review
CCS Sportsmanship Information. (See APPENDIX for REQUIRED
PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET) |
E. |
Coaches will
attend a coaches meeting the first morning of the Meet, where they will
be reminded of the importance of good sportsmanship and to make certain
their Administrator has reviewed this information with their athletes in
the past week. Coaches are expected to remain at the event throughout
the event. All student-athletes competing in any CCS contest
(scrimmages, alumni contests, pre-season, League, and CCS Play-offs)
must be accompanied by a coach that meets then following criteria, as
addressed in CIF Bylaws 308 and 506: |

1. |
MUST BE THE "REGULAR
COACH"
The coach of either a public or private school team or athlete must be
the coach of record for that school for the current season, complying
with all requirements of CIF Bylaw 506. |
|
|
a. PUBLIC SCHOOL - All
public school teams must be coached by persons who meet the requirements
of the California Education Code and California Administrative Code
Title V. |
|
|
b. NON-PUBLIC
SCHOOLS - In the case of a non-public school, persons engaged by that school on
a yearly contract basis as regular members of the school coaching or
teaching staff and certified by the administrator for that school as
competent for the position held. |
|
2. |
EMERGENCY
SITUATIONS- In the case of an emergency ONLY, the principal of the school may
designate an alternate coach, as long as it is done in writing prior to
the contest and submitted to the League Commissioner for all pre-season
and League contests, and the CCS Commissioner for CCS Play-off
contests. Any alternate coach MUST be an individual who meets all the
conditions required in Section 10.E:1-a. above in the case of
a public school; and Section 10.E:1-b. above in the case of
a non-public school. |
|
3. |
NO COACH PRESENT -
STUDENT INELIGIBLE. |
|
Section 11. ELIGIBLE ATHLETES |
A. |
No athlete will be
allowed to compete who is not accompanied by a coach or faculty member
of the school which he/she is representing. |
B. |
All athletes must be
in good standing with their League, school and CCS in order to compete.
No ineligible athletes will be allowed to compete. |
C. |
Any athlete or coach
who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or
UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining
contests in that sport that season. |

Section 12. ADMISSION |
A. |
PARTICIPANTS:
All
participants in the Meet will be admitted through the designated
"Pass-Gate." |
B. |
SUPERVISORY/FACULTY
PERSONNEL:
Principals of each school may submit a list of up to six (6) ADULTS who
are assisting with supervision of athletes and spectators. These
supervisors will be admitted through the "Pass-Gate." This completed
list must be signed by the Principal and presented at the
"Pass-Gate" in time to provide complimentary admission for those so
designated. (See Section 13.
below)

Section 13. FACULTY SUPERVISION |
Adequate
student/spectator supervision MUST be provided by each school
participating in the Tournament. School administrators/faculty who
attend the contest should introduce themselves to the CCS Site Director,
and tell him/her where they will be located throughout the Meet in case
their assistance is needed. It is the responsibility of the school
supervisory personnel to prevent and correct any inappropriate behavior
of their students and spectators. |

Section 14. COACHES PACKETS |
| Coaches should pick
up a team packet with heat sheets and other critical Meet information at
the "Pass-Gate" on the first morning of competition. |
