The 2010 CCS Boys/Girls Soccer Tournaments will be conducted as

3. TOURNAMENT FORMAT |
| A. |
36 Boys qualifying teams will
be divided into three (3) Divisions of 12 teams each;
36 Girls qualifying teams will be divided into
three (3) Divisions of 12 teams each.
|
| B. |
The current year's
grade
9-12 CBEDS
enrollment figures (to be linked here after calculation in November, 2009) will determine the placement of teams in their
respective Divisions. |
| C. |
All schools have the option to
"move up" to a higher Division if they meet BOTH of the following criteria: |
|
1. |
Qualify as one
of the top eight (8) teams, under the current CCS point-system; AND |
|
2. |
Apply on
or before DECEMBER 1st of
the current school year. (See APPENDIX for DIVISION
DECLARATION FORM - SOCCER) |
| D. |
All matches prior to Quarter-Finals will be played at
the home site of the League Champion. If both or neither team is a League Champion,
then the higher-seeded team will be the host. |
| E. |
The CCS Commissioner and/or staff shall be
responsible for all contracts for sites used during the CCS Play-offs. The
CCS Commissioner and/or staff have sole authority to schedule or cancel
sites, as well as full discretion as to the assignment or re-assignment of
teams to times and sites throughout the CCS Play-offs. The CCS Commissioner
and/or staff have the final authority in any disputes over sites or times of
play, and the decision of the CCS Commissioner is not subject to appeal due
to the immediacy of running the Tournament for the good of the whole.
Neutral sites are not a policy of the CCS and should not be expected in any
rounds of play. Sites will be assigned by the CCS for the good of the
Tournament. |

When two
[2] or more basic Leagues join together to form
supplemental Leagues, the following shall apply: |
|
1. |
When two
[2] or more supplemental Leagues are formed by the joining of two [2] or more
basic Leagues, each of which has two [2] Automatic Qualifiers to CCS Play-offs, the new
supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g.,
Leagues A and B each have two [2] Automatic Qualifiers. When the new supplemental Leagues are
formed, combining A and B, they will have a total of four [4] Automatic Qualifiers). |
|
2. |
The League
Board of Managers having governance authority over the supplemental Leagues shall
determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental
Leagues. In the absence of a basic League tournament to determine
Section qualifiers, the League MUST allocate an automatic berth to each of the supplemental League Champions. |
| D. |
Leagues may designate teams to apply for At-Large
consideration if they meet at least one [1] of the following criteria: |
|
• Have a League record of at least .500;
OR
• Have an over-all
record of at least .500.
(Tie games are not counted as wins or losses.
Games ending with PK's are counted as ties.) |
|
|
| Section
5. AT-LARGE SELECTION PROCEDURES |
| A. |
League-mates applying for an At-Large
berth will be considered in the order of League finish, as determined by League bylaws. |
| **B. |
The following objective criteria
will be used for Seeding and At-Large selection: |
|
1. |
The
point-system below will be applied to the last 18 games of each
team's season, although ALL games
played must be listed on the Season Summary Sheet. This includes
practice games, League games and tournament games. |
|
2. |
League
Play-offs and games vs. non-Varsity teams do not count in the last 18 contests. |
|
3. |
A game ending in overtime is a win or
loss -- a game ending with PK's is a tie. |
|
4. |
All contests MUST be played using 40-minutes halves, unless modified by League
bylaws. |
|

Out-of-Section opponents will be classified as "A"
League teams if the opponent has a final overall winning record of 75%
or better; otherwise, they will be classified as "B" League teams (in figuring this winning percentage, ties are to be counted as
one-half win, and all games
played are to be counted in the overall record). |
|
8. |
Bonus Points for out-of-Section opponents that are League Champions
may also be included in point-totals. |
|
9. |
It is the responsibility of the team to verify and indicate the status
of out-of-Section opponents, and such information must be verified by
the League Representative. |
|
10. |
For the
2009-10
season, the Boys League Classifications will be as follows:

The process to determine the At-Large teams,
as well as Seeding, will be In rank order: |

| (1) total points; |
(4) performance against
common opponents; |
| (2) head-to-head competition; |
(5) wins vs. League Champions; |
| (3) total bonus points; |
(6) blind draw. |
|
|
| Section
6. SEEDING PROCEDURES |
| A. |
At least the top nine (9)
teams in each Division will be objectively seeded, using the point system in Section
5.-A. thru C. above. |
| B. |
Whenever possible, the 1st- and 2nd-Place teams
from the same League will not be seeded in the same half of the bracket, and whenever
possible, League-mates will not meet in the 1st round. |
| C. |
If, after completing the bracketing, at least
2/3 of the total number of League Rep.'s present agree that significant misplacement has been made in the
seeding of any team, then a subjective change in seeding may occur, by agreement of at least 2/3
of the total number of those League Rep.'s present. |
|
| Section
7. RULES |
| The 2009-10 National Federation Soccer
Rules will be used, with the following California adoptions: |
| A. |
The issuance of a "yellow card"
to caution a player for misconduct will result in a mandatory and immediate
substitution, with no
return allowed until the next legal substitution opportunity (as per NF Rule 12-8-1 [PENALTY]). |
| B. |
Two (2) equal halves of 40 minutes each will be
played; the half-time interval shall be 10 minutes. |
| C. |
Tournament progression, as outlined in the NF Rule Book, will be followed throughout the Tournament. |
| D. |
If the game is terminated before the
first half has been completed, the match will be replayed in its entirety. |
| E. |
If the game is terminated after the end of
the first half (including the overtime period), and the score is NOT tied, the match is an
official game at the time the head referee terminates the game. |
| F. |
If the game is terminated after the end of
the first half (including the overtime period), and the game is tied, the match will be
restarted from the exact point at which it was suspended, with line-up and score the same as when suspended. |
| G. |
In any game prior to the Championship game, ties
will be broken in the following manner:
- Two (2) mandatory 10-minute
overtime periods will be played until completed;
- If still tied, the game will be decided by penalty kicks |
| H. |
In the Championship Game,
Co-Champions will be declared whenever a tie exists after the completion of the two (2) 10-minute
overtime periods. |

| Section
8. OFFICIALS |
| A. |
The
three(3)-person system of officiating will be utilized for the entire Tournament. |
| B. |
The contracting for game officials for the
Tournament shall be done with accredited local Officials Associations by the CCS Commissioner. |
| C. |
In the 1st Round, officials will generally be
provided by the home team's Officials Association. |
| D. |
In all subsequent
rounds, the association which serves the higher seed will assign the
officials, whenever possible. |
|
| Section
9. AWARDS |
| Awards will be presented on the field immediately
following the conclusion of each Boys and Girls Division Championship Game, as
follows: |
| A. |
10 Team Trophies: 1 awarded to the Champion and Runner-Up
team
in each Division; |
| B. |
180 Medals: 18 awarded to members of the
Champion and Runner-Up team
in each Division; |
| C. |
5 Plaques: 1 awarded to the coach of the
Champion team in each Division. |
|

| Section
11. UNIFORMS |
| It is the responsibility of the coaches to contact
their opponents to determine if there is a similarity of color in team jerseys.
In the event there is a similarity, it is the home team's responsibility to make
the necessary change. The home team (higher seed after the first round)
will wear the light colored jerseys and matching socks.* |

12. TEAM BENCH |
| Teams will be seated on the same side of the field
and opposite the spectators, whenever possible. The home team (higher seed
after the first round) will have choice of bench.* |
|
| Section
13. SPORTSMANSHIP |
| A. |
The member schools of the CIF/Central Coast Section are committed to providing a
sportsmanlike environment for students, coaches and
spectators. |
|
Our Sportsmanship
Definition is:
A person who can
take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect. |
| B. |
The
following behavior is unacceptable at all CIF/CCS High
School contests: |
|
- berating your
opponent's school or mascot
- complaining about
officials' calls (verbally or in gestures)
- berating opposing
players
|
- artificial noise
makers
- obscene cheers /
gestures
- negative signs
|
|
| C. |
To this end, each school is required to submit one (1) signed Sportsmanship
Contract on or prior to September 15 of the school year. This contract
confirms that the principal has verbally and through written communication
addressed the importance of sportsmanship to his/her student body, faculty
and community. |
| D. |
Each Principal is
required by the CCS Board of Managers to meet with any team from his/her school participating in the Tournament to
review CCS Sportsmanship Information. (See APPENDIX for REQUIRED
PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET) |
| E. |
Coaches and Captains will meet with
the Site Director 30 minutes prior to game time to remind them of the importance of good
sportsmanship and to make certain their Administrator has reviewed this information with them in the past
week. |
| F. |
Administrators from both schools in each contest will
attend a mandatory meeting with the Site Director 15 minutes prior to
game-time. (The Coach cannot represent the school at this meeting.) |
|
| Section
14. ELIGIBLE ATHLETES |
| A. |
All
athletes must be in good standing with their League, school and CCS in order to
compete. No ineligible athletes will be
allowed to compete. |
| B. |
Any player or coach who is disqualified from a
Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be
disqualified from all remaining contests in that sport that season. |
|
Section
15. PRACTICE AT CHAMPIONSHIP SITE(S) |
No arrangements for practice at competition sites
are allowed by the CCS once the sites of the Tournament has been announced by
the CCS. See "General
Tournament Information" Section of this Tournament Guide for
specific policy. Schools found in violation of this rule may be barred
from further participation in the Section Play-offs. |

Section
16. GAME SUPERVISION |
| Adequate student/spectator supervision MUST be
provided by each school participating in the Tournament. School
administrators/faculty who attend the contest should introduce themselves to the
CCS Site Director, and tell him/her where they will be located throughout the
contest, in case their assistance is needed. It is the responsibility of
the school supervisory personnel to prevent and correct any inappropriate
behavior of their students and spectators. (See Section 17. below for pass information for supervisory personnel.) |
In order that all persons may experience maximum
enjoyment at CCS athletic events, and to enhance and encourage good public
order, it is the policy of the Central Coast Section/CIF that all persons
wishing to audibly cheer or support a particular team be seated in an area
designated for, or most closely associated with, the team in question. |
Seating of persons audibly cheering for a
particular team in the cheering section of, or areas most closely identified
with, the opposing team is to be avoided whenever possible, and such persons
shall be directed by staff to the appropriate seating location for their team. |
|

17. TEAM AND EVENT PASSES |
| A. |
Coaches,
managers and stats people shall enter through the pass-gate with the
team. |
| B. |
The Coach (or Assistant Coach) will remain at
the gate until all players are checked in. |
| C. |
The Principal is responsible to sign and submit
to the gate personnel a Pass
Gate List Form, with up to six (6) names of
Administrators/Faculty/Adults attending the game to help with supervision of
their students/spectators. This list
should be at the gate in sufficient time to allow for complimentary admission for those on it. (See
APPENDIX for PASS GATE
LIST FORM) |
| D. |
Only CCS
& CIF passes will be honored. School, faculty and League passes will
not be honored. |
|
| Section
18. RAIN-OUT PROCEDURES |
| CCS has the final responsibility for determining
whether or not a match will be played. If a CCS Staff Member is not on
site, the Site Director will telephone the CCS office. The decision will
be based on the field conditions and the safety of the players. If the
field is safe to use, the game will be played. If possible, teams will not
be required to play on consecutive days. |
If at all possible, the decision to re-schedule a
match will be made within two (2) hours of the scheduled starting time for the
match. If re-scheduled, the match will be played the following day (unless
the next day is Sunday). The rain-out procedure in completing the
Tournament is to play day-by-day, with the exception of Sundays. (Up-dates
on Tournament scheduling during inclement weather can be obtained by checking the CCS Web-site [www.cifccs.org].)

19. TEAM TRAVEL SUBSIDY |
| Travel is subsidized @
the current mileage rate, round-trip,
for up to four (4) cars. If a bus is utilized, that should be claimed as
the equivalent of four (4) cars. The Team
Travel Subsidy Form must be completed by the Athletic Director and
returned to the CCS office within 10 days of the team's last Play-off contest. (See APPENDIX for TEAM
TRAVEL SUBSIDY FORM) |

20. REPORTING RESULTS |
It is the responsibility of all teams to report
their results in a timely fashion to the media in their area, as well as to CCS
at 408-224-2994, ext. 20. Contest results will be posted on the CCS website [www.cifccs.org],
as soon as possible. |
