| The 2008 CCS Football Play-offs will be held as follows: | |||||||||

| Section 3. TOURNAMENT FORMAT | |
| A. | 32 teams will be divided into four (4) eight-team Divisions as follows: Open; Large; Medium; Small. |
| B. | Division placement will occur as follows: |
| 1. "Open" Division: | |
| All schools wishing to play in the "Open" Division shall submit a completed Division Declaration Form (See APPENDIX for DIVISION DECLARATION FORM - Football) on or before the 3rd Monday in October of the current school year. After legally submitting its Division Declaration Form, a school may not then rescind its declaration at a later date. | |
| If less than eight (8) qualifying teams opt to play in the "Open" Division, the bracket will be filled with the appropriate number of other qualifying teams (from "A" Leagues only), utilizing, in order, the respective amount of points achieved by those teams. | |
| If more than eight (8) teams opt to play in the "Open" Division, the qualifying teams with the eight (8) highest points will remain in the "Open" Division, and the other teams will be placed in the "Large," "Medium" or "Small" Divisions, as determined by their respective enrollments. | |
| 2. "Large;" "Medium;" "Small" School Divisions: | |
| Once the eight (8) "Open" Division teams have been determined, the remaining qualifying teams will be placed in the "Large," "Medium," and "Small" School Divisions, determined by order of enrollment (largest to smallest), utilizing the previous school year's Grade 9-12 CBEDS enrollment figures. | |
| C. | Play will be conducted in three (3) single-elimination rounds in each Division. |
| Section 4. QUALIFYING CRITERIA FOR ENTERING TOURNAMENT | ||
| A. | Automatic Qualifiers: Each Division/League is allocated two [2] Automatic Qualifiers. League Champions, other Automatic Qualifiers and selected At-Large entries are eligible to enter the Tournament. | |
| 1. | All Automatic Qualifiers shall be presented for entry by their League in the order of their League finish, as determined by League play and League tie-breaking policies. | |
| 2. | Leagues choosing to remove an Automatic Qualifier from consideration may replace that entry with the next lower finishing team. However, the team that is removed shall not be considered in any capacity (as an At-Large entry or as another Automatic Qualifier spot) for entry into the Tournament. | |
| B. | Supplemental Leagues: When two [2] or more basic Leagues join together to form supplemental Leagues, the following shall apply: | |
| 1. | When two [2] (or more) supplemental Leagues are formed, and each of the two [2] (or more) previous Leagues each had two [2] Automatic Qualifiers to CCS Play-offs, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., League A and B each have two [2] Automatic Qualifiers. When the new supplemental Leagues are formed combining A and B, they will have a total of four [4] Automatic Qualifiers). | |
| 2. | The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues. In the absence of a basic League having a tournament to determine the Section qualifiers, they MUST allocate one [1] automatic berth to each of the supplemental League Champions. | |
| C. |
Season Summary Forms Required: All teams, including League Champions,
other Automatic Qualifiers and At-Large applicants, MUST submit a Season Summary Form
to the CCS office before the beginning of the Seeding meeting. (See APPENDIX for SEASON SUMMARY FORM/AT-LARGE SEEDING FORM - FOOTBALL) |

| D. | At-Large Teams: | |
| 1. | Each League (BASIC and SUPPLEMENTAL) may designate teams, in rank order, for At-Large consideration, in accordance with its respective League bylaws. | |
| 2. | The Board of Managers having governance over the supplemental Leagues shall determine in its bylaws how those At-Large teams will be allocated from the supplemental Leagues. | |
| Section 5. AT-LARGE AND SEEDING PROCEDURES | |||
| The following objective criteria will be used for purposes of At-Large selection and Seeding: | |||
| A. | Point System - Compute the following results: | ||

| 1. | "A" Leagues (those with a "League Classification Index" of 1.800 & above): SCVAL-DAL; MBL; BVAL-MHAL; PAL-BAY; TCAL; WCAL | ||
| 2. | "B" Leagues (those with a "League
Classification Index" below 1.800, but not below 1.500): BVAL-STAL; BVAL-WVAL; MTAL; SCCAL; SCVAL-EL CAMINO; |

| 3. | "C" Leagues (those with a "League Classification Index" below 1.500): PAL (Ocean) | ||
| 4. |
"Independent" schools within the Central Coast Section and opponents from outside the Central Coast Section will be classified as
follows: "A" if they have 7 or more wins during the regular season; "B" if they have 4 - 6 wins during the regular season; "C" if they have less than 4 wins during the regular season. |

| 5. | For purposes of calculating the "League Classification Index" for the following year, League Representatives are responsible for bringing to the Football Evaluation meeting the Season Summary Sheets for all teams in their respective Leagues. | ||
| C. | Teams playing a less-than-10-game schedule will adjust their point total as follows: | ||
| 1. | Determine the team's winning percentage for the season; | ||
| 2. | Add the classification game points for a win; divide by the # of games; then subtract 0.5; | ||
| 3. | Multiply the winning percentage by the multiplier determined in C.-2. above; | ||
| 4. | Add that
figure to the game point total; EXAMPLE: - Team X has 7 wins and 2 losses for the season, thus winning percentage is 7/9 = .778; - Team X plays: 2 "A"-League teams (2 x 3 = 6); 6 "B"-League teams (6 x 2.5 = 15); and 1 "C"-League team (1 x 2 = 2); - Add 6 + 15 + 2 = 23; divide by 9 = 2.556; subtract 0.5 = 2.056; multiply by .778 = 1.60; - Add 1.60 to the game-point total. |

| 5. | The resulting figure will be used for At-Large selection and seeding. | ||
| D. | BREAKING TIES | ||
| 1. | If two (2) or more teams are tied with the same number of points, after using the above point-system, head-to-head competition between all the tied teams, if any, will determine At-Large selection and/or seeding. (In the event that head-to-head competition between the involved teams during the regular season resulted in a tie score at the end of regulation play, and the respective teams then played a tie-breaker, the results of that tie-breaker will be used to determine head-to-head competition between those respective teams.) | ||
| 2. | When only two (2) teams are involved in the tie, in the absence of head-to-head competition, or if the two teams are still tied after considering head-to-head competition (as stipulated in Section 5.-D.-1. above), a coin flip will determine At-Large selection and/or seeding. | ||
| 3. | In determining At-Large selection when more than two (2) teams are tied with the same number of points, if no complete head-to-head competition exists among the tied teams, then results of competition, involving all tied teams, with common opponents will determine selection. If, after consideration of competition with common opponents, the teams are still tied, then a blind draw will be used to determine the At-Large selection. | ||
| E. |
SEEDING PROCEDURES 1. “Open” Division |
|||
| a. | When there are four [4] or more League Champions in the bracket: | |||
| (1) | The four [4] League Champions with the most power-points (as determined in Sections A, B, C and D above) will be the top four [4]seeds, in the order of their respective power-points; | |||
| (2) | The
remaining teams, including any additional League Champions, will begin
to be seeded into the bracket,
in order of their respective power-points; |
|||
| (3) | As the seeding progresses for the remaining teams, any match-ups that result in league mates meeting in the first round, will cause the league-mate(s) of the top four [4] seeds to be moved to the next lower seeding position within the bracket, until such first-round match-up(s) is avoided; In this process it may be necessary to move one more of these remaining teams “up” to a higher seeded position, within the restrictions of #4 immediately below. | |||
| (4) | If the number of league-mates is so great that it is impossible to protect all from match-ups in the first round, the priority for protection will be done by seeding position (i.e. the highest seeded League-mate will be protected from meeting a league mate in the first round first, with the second-highest league-mate being protected from a meeting a league mate second, etc. whenever possible. | |||
| (5) | The top four [4] seeds shall not be moved in this process and will maintain their higher-seed-first-round-home-game hosting status. | |||
| b. | When there are less than four [4] League Champions in the bracket: | |||
| (1) | All teams will be seeded in order of their respective power-points (as determined in Sections A, B, C and D above), with the exception that all League Champions must be positioned within the top four [4] seeds, in order of their respective power-points; | |||
| (2) | The remaining teams will begin to be seeded into the bracket, in order of their respective power-points; | |||
| (3) | As the seeding progresses for the remaining teams, any match-ups that result in league mates meeting in the first round, will cause the league-mate(s) of the top four [4] seeds to be moved to the next lower seeding position within the bracket, until such first-roundmatch-up(s) is avoided; In this process it may be necessary to move one more of these remaining teams “up” to a higher seededposition, within the restrictions of #4 immediately below. | |||
| (4) | If the number of league-mates is so great that it is impossible to protect all from match-ups in the First round, the priority for protection will be done by seeding position (i.e. the highest seeded league-mate will be protected from meeting a league mate in the first round first, with the second highest league-mate being protected from a meeting a league mate second, etc.) whenever possible. | |||

| 2. All Other Divisions | ||||
| a. | All teams will be seeded in the order of their respective power-points. | |||
| b. | After the seeding process has been completed, the Seeding Committee will examine the results, and if, by "pure" seeding, League-mates are scheduled to meet in the first round, the following will occur: | |||
| (1) | The lower-seeded League-mate shall move down one [1] seed if possible (i.e., #4 seed vs. #5 seed and are League-mates >> #5 seed would become #6 seed, if possible). Teams may only be moved one [1] seeding position. | |||
| (2) | If, by the natural seeding process, the #1 seed and the #8 seed are League-mates, the #8 seed will become the #7 seed, and the #7 seed will become the #8 seed. Teams may only be movedone [1] seeding position. | |||
| SECTION
6. SITES
The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament. |

7. FILMING Filming games for the purposes of scouting is ALLOWED DURING ALL PLAY-OFF ROUNDS. |

8. SEASON SUMMARY SHEET All League Representatives must attend the Seeding meeting and submit a completed Season Summary Sheet -- At-Large/Seeding Form for their respective League's qualifying teams and teams applying for At-Large entries. (See APPENDIX for SEASON SUMMARY SHEET -- AT-LARGE/SEEDING FORM - Football) |
| Section 9. RULES | |
| The 2008 National Federation Football rules will apply in all games, except as superseded by CCS Policies, as follows: | |
| A. | The "10-yard-line overtime procedure," as recommended in the NFHS Rule Book, will be used in all rounds of the Section Play-offs. |
| Section 10. OFFICIALS |
| The CCS Commissioner will contract with local accredited Associations for game officials used during the Tournament. Split crews will not be used. Generally, assignments for all contests shall come from the higher-seeded teams' local Officials Association. |
| RAWLINGS is the official game ball and will be used exclusively throughout the Tournament. |
| Section 12. HOME TEAM | |
| A. | The "HOME TEAM" in each game is the HIGHEST SEEDED team of that contest. |
| B. | The "HOME TEAM" bench shall be the bench located on the press-box side of the field. |
| Section 13. UNIFORMS | |
| A. | "HOME TEAM" shall wear colored jerseys. |
| B. | "VISITING TEAM" shall wear its light-colored jersey. The visiting team is responsible for contacting the home team to assist in the avoidance of similarity of colors. |
| Section 14. GAME MEDICAL PERSONNEL |
| The CCS staff, in conjunction with participating schools, will be responsible to arrange for appropriate medical personnel to be present at Play-off sites. |
| Section 15. AWARDS | |
| Awards will be presented on the field immediately following the Championship game(s). | |
| A. | 8 Trophies: 1 for each Division Champion and Runner-Up Team; |
| B. | 352 Medals: 44 for members of each Division Champion and Runner-Up Team; |
| C. | 4 Plaques: 1 for each Division Champion Team Coach. |
| Section 16. PRACTICE AT CHAMPIONSHIP SITE(S) |
| No arrangements for practice at competition sites are allowed by the CCS once the site of the Tournament has been announced. See the "General Tournament Information" Section of this CCS Tournament Guide for the specific policy. Schools found in violation of this rule may be barred from further participation in Section Play-offs. |
| Section 17. SPORTSMANSHIP | |||||||
| A. | The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators. | ||||||
|
|||||||
| B. | The following behavior is unacceptable at all CIF/CCS High School contests: | ||||||
|
|||||||
| C. |
**To this end, each school is required to submit one (1) signed Sportsmanship Contract prior to the first league contest of the school year. This contract confirms that the principal has verbally and through written communication addressed the importance of sportsmanship to his student body, faculty and community. |

| D. | Each Principal is required by the CCS Board
of managers to meet with any team from his/her school participating in the CCS
Tournament to
review CCS Sportsmanship Information. (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET) |
||||||
| E. | Coaches and Captains will meet with the Site Director one hour prior to game time to remind them of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with them in the past week. | ||||||
| F. | Administrators from both schools in each contest will attend a mandatory meeting with the Site Director 15 minutes prior to game time. (The coach cannot represent the school at this meeting.) | ||||||
| Section 18. ELIGIBLE ATHLETES | |
| A. | All athletes must be in good standing with their League, school and CCS in order to compete. No ineligible athletes will be allowed to compete. |
| B. | Any player or coach who is ejected from a Tournament contest for FLAGRANT MISCONDUCT and/or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including any and all State CIF competition. |
| Adequate student/spectator supervision must be provided by each
school participating in the Tournament. School administrators/faculty who attend any
contest in this capacity shall introduce themselves to the CCS Site Director and tell
him/her where they will be located throughout the contest in case their assistance is
needed. It is the responsibility of the school supervisory personnel to prevent and
correct any inappropriate behavior of their students and spectators. (See Appendix for FOOTBALL PASS GATE LIST FORM) |
|
In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section-CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designated for, or most closely associated with, the team in question. |
|
Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible and such persons shall be directed by staff to the appropriate seating location for their team |
| Section 20. PASSES | ||
| A. | ONLY CCS Passes and State CIF Passes will be honored. | |
| B. | Participants will be admitted with the coaching staff. | |
| C. | Stats people, team managers, and team area personnel will be admitted to the team area via a field pass only. A supply of field passes will be issued to the respective football coaches or AD's prior to game-time. | |
| D. | The following procedure will be followed for all CCS events for admission and identification of faculty supervisors: | |
| 1. | The school shall supply, in duplicate, on the Football Pass Gate List form, and signed by the Principal, a written list of a maximum of 12 supervisors assigned to the contest. | |
| 2. | This list must be presented at the admission gate in time to provide complimentary admission to those on the list. | |
| 3. | The gate attendant will give the duplicate list to the Site Director so
that he/she knows the supervisors in attendance in case there is a need to consult with them during the
game. (See APPENDIX for FOOTBALL PASS GATE LIST FORM) |

| 4. | School supervisory personnel are responsible to work with the CCS Staff to control the behavior of all the spectators in attendance in support of their team. | |
| Section 21. PRE-GAME AND HALF-TIME ACTIVITIES | |
| A. | Pre-game drills are scheduled for one (1) hour prior to kick-off time. Teams should conduct these drills on the half of the field which is to their right, as they face the center of the field from their team bench. |
| B. | The National Anthem will be provided by the "HOME TEAM" (or as otherwise arranged) 10 minutes prior to the kick-off. |
| C. | Half-time intermission (15 minutes) -- Each band and/or marching group is allowed eight (8) minutes on the field. |
| Section 22. BAND, SPIRIT-SQUAD LEADERS, ETC. |
| The participating schools' band members, spirit squads, etc. must be in full uniform to be admitted without charge and/or to perform on the field. |
| Section 23. PRE-SALE OF TICKETS | ||
| A. | By arrangement with the CCS office, all schools participating in CCS Football Play-offs may pre-sell tickets at their school, as follows: | |
| 1. | General Admission tickets [Gate Price: $9.00] may be sold for any price up to $9.00 to students and adults. The school will return $7.00 to the CCS office for each Adult ticket sold and may retain the difference between the $7.00 returned and the school's sale price. | |
| 2. | Child tickets (for children 12 & under) [Gate Price: $2.00] may be sold, for $2.00, as a convenience for the school's spectators who wish to purchase them at school rather than at the gate. The school will return $2.00 to the CCS office for each Child's ticket sold. | |
| 3. | Discounted student tickets for students with ASB Card. [Gate Price $5.00] may be sold, for $5.00, as a convenience to students at the participating school. The school will return $5.00 to the CCS Office for each Student ticket sold. | |
| B. | Pre-sale tickets will be distributed at the Pre-Tournament Information Meetings for Principals, Coaches, and Activities Directors of participating schools on: TUESDAY, NOVEMBER 18, 2008, Sites and Times - TBA. | |
| Section 24. TEAM TRAVEL AND SUPPLIES SUBSIDY |
| CCS will pay for one (1) bus to transport the school's Football team to the Play-off site. San Jose's East Side Union High School District rates will be used to determine the amount paid for team travel. A completed TEAM TRAVEL SUBSIDY FORM must be submitted to CCS within 10 days after the school's last CCS Play-off contest. (See APPENDIX for TEAM TRAVEL SUBSIDY FORM - FOOTBALL) |
| Section 25. GAME PROGRAMS AND ROSTERS |
|
Official team rosters are due to CCS no later than NOVEMBER 1st, in order to be included in the Tournament Programs. (See APPENDIX for TOURNAMENT ROSTER - FOOTBALL) |
| Section 26. RADIO / TV LICENSING |
| Licensing for broadcasting in any form is required for all contests. Contact the CCS Commissioner well before the start of the Tournament, @ 408-224-2994, between 9:00 AM and 4:00 PM, for conditions and approval of any broadcast. |
| Section 27. TOURNAMENT INFORMATION |
| The CCS Participant Information Bulletin will be mailed to all school Athletic Directors and the media approximately three (3) weeks prior to the start of the Tournament |
