**Section 1.  SCHEDULED MEETINGS
A. Seeding:  MONDAY, MAY 21, 2007, 6:00 PM, @ the CCS office
B. Evaluation:  THURSDAY, MAY 31, 2007, 4:00 PM, @ the CCS office.                                                
 
**Section 2.  TOURNAMENT DATES / TIMES / SITES
The 2007 CCS Badminton Championships will be conducted on:
TUESDAY, MAY 22nd, @ 4:00 PM;
WEDNESDAY, MAY 23rd, @ 4:00 PM; and
THURSDAY, MAY 24th, @ 4:00 PM.


The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs.  The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs.  The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole.  Neutral sites are not a policy of the CCS and should not be expected in any rounds of play.  Sites will be assigned by the CCS for the good of the Tournament.

 
Section 3.  TOURNAMENT FORMAT
A. This will be a full double-elimination Tournament.
B. Match winners will be determined by the best two(2)-out-of-three(3) games to 15.
 

Section 4.  QUALIFICATION OF INDIVIDUALS

A.

Leagues will send the following:

Girls Singles -- 2 entries Boys Singles -- 2 entries Mixed Doubles -- 2 entries
Girls Doubles -- 2 entries Boys Doubles -- 2 entries  
B. When two [2] or more basic Leagues join together to form supplemental Leagues, the following shall apply:
1. When two [2] or more supplemental Leagues are formed by the joining of two [2] or more basic  Leagues that each had two [2] Automatic Qualifiers to CCS Play-offs, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., Leagues A & B each have two [2] Automatic Qualifiers.  When new supplemental Leagues are formed, combining A and B, they will have a total of four [4] Automatic Qualifiers).
2. The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues.  In the absence of a basic League tournament to determine the Section qualifiers, the League MUST allocate an automatic berth to each of the supplemental League Champions.
C. Coaches and Leagues must enter only individuals who are available and are planning to play on all three (3) days of the Tournament.  Only defaults due to injury, illness or family emergency are acceptable, and will be replaced by an alternate from the same League.
 

Section 5.  SEEDING

A. Each League Representative is responsible for attending the Seeding Meeting and for submitting the League's Official Entry Form, which is due in the CCS office BEFORE THE BEGINNING of the Seeding meeting.  (See APPENDIX for OFFICIAL LEAGUE ENTRY FORM -- BADMINTON)
NOTE:  If this Entry Form is not received by the beginning of the Seeding meeting, entries from that League WILL NOT BE ALLOWED into the Tournament.
B. The Badminton Committee, comprised of each of the League Representatives, shall seed the Tournament based upon the information provided on the Entry Forms and from coaches.
C. Two (2) to four (4) players will be seeded, with the remainder being selected by blind draw.  League-mates will not meet in the first Round, whenever possible.
D. Criteria considered by the Committee for seeding purposes, not in any rank order, will be:
* League record of the competitor -- i.e., League record, plus results of the League Tournament conducted at the conclusion of the League season;
* Season record, including any "outside" Tournament results;
* Previous CCS Tournament experience and where the competitor finished in the final standings;
* Any head-to-head competition the competitors may have had during the season.
 
Section 6.  RULES
A. The current USA Badminton Rules will be used.
B. A maximum of five (5) minutes warm-up will be allowed once the teams/individuals are on the court.
C. It is expected that all participants in the Tournament will wear acceptable attire, with team uniforms preferred.  Bathing suits, cut-offs, tank-tops, T-shirts with sleeves cut off, "dew-rags," etc. are not acceptable.  All decisions for acceptable attire will be made by the Tournament Director.
D. "Stalling" -- Players must play continuously.  Brief rest periods before or after a point are not allowed. Repeated abuse of this rule, as determined by the Tournament Director or umpire, will result in a  warning, then point or side-out, and then default of the match.
E. "Leaving the court" without the permission of the Tournament Director or umpire may result in default of the match.
F. Tournament administration will attempt, whenever possible, to allow a minimum rest period of 15 minutes between Singles, and 10 minutes between Doubles.
G. "Applause" and "positive verbal comments" are allowed after a player has made a good shot.
H. Each League will be responsible for providing adult officials, as determined by a schedule developed by the Tournament Director.
 

Section 7.  LINESPERSONS / SCORERS

All participants are expected to remain to score/call lines for the subsequent match.
 
Section 8.  AWARDS
Awards will be presented as follows:
A. 32 Medals:  1 awarded to each Champion, 2nd-, 3rd- and 4th-Place finisher in each Division (Boys Singles; Girls Singles; Boys Doubles; Girls Doubles; Mixed Doubles)
 

Section 9.  BIRDS

CCS will provide Mavis 350 medium birds for Tournament use.
 
Section 10.  COACHING
A. Coaches are expected to follow proper Badminton decorum.
B. Coaches are expected to remain at the event AS LONG THEY HAVE PLAYERS PARTICIPATING.
C. All student-athletes competing in any CCS contest (scrimmages, alumni contests, pre-season, League and CCS Play-offs) must be accompanied by a coach that meets the following criteria, as addressed in CIF Bylaws 308 and 506:
1. MUST BE THE "REGULAR COACH" - The coach of either a public or private school team or athlete must be the coach of record for that school for the current season and must comply with all requirement of CIF Bylaw 506.
a. PUBLIC SCHOOLS - All public school teams must be coached by persons who meet the requirements of the California Ed. Code and the California Administrative Code Title V.
b. NON-PUBLIC SCHOOLS - In the case of a non-public school, persons engaged by that school on a yearly contract basis as regular members of the school coaching or teaching staff and certified by the administrator for that school as competent for the position held.
2. EMERGENCY SITUATIONS- In the case of an emergency ONLY, the Principal of the school may designate an alternate coach, as long as it is done in writing prior to the contest and submitted to the League Commissioner for all pre-season and League contests, and the CCS Commissioner for CCS Play-off contests.  Any alternate coach MUST be an individual who meets all the conditions required in Section 10.C.1-a. above in the case of a public school; and Section 10.C.1-b. above in the case of a non-pubic schools.
3. NO COACH PRESENT - STUDENT INELIGIBILE TO PARTICIPATE   
D. One (1) coach only may coach a player or team during the 90-second break between the 1st and 2nd games and during the 5-minute break between the 2nd and 3rd games of the match.
 

Section 11.  SPORTSMANSHIP

The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.
Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.
B.

The following behavior is unacceptable at all CIF/CCS High School contest:

  • berating your opponent's school or mascot
  • berating opposing players
  • obscene cheers / gestures
  • complaining about officials' calls (verbally or in gestures)
  • artificial noise makers
  • negative signs
C. To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.
D. Each Principal is required by the CCS Board of Managers to meet with any individual from his/her school participating in the Tournament to review CCS Sportsmanship Information.   (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET)
E. Coaches will attend a coaches meeting the first morning of the Tournament where they will be reminded of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with their athletes in the past week.
 
Section 12.  ELIGIBLE ATHLETES
A. No student-athlete will be allowed to compete who is not accompanied by a coach or faculty member of the school which he/she is representing.
B. All student-athletes must be in good standing with their League, school and CCS in order to compete.  No ineligible athletes will be allowed to compete.
C. Any player or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season.
 

Section 13.  PRACTICE AT CHAMPIONSHIP SITE(S)

No arrangements for practice at competition sites are allowed once the site of the Tournament has been announced.  See the "General Tournament Information" Section of this Tournament Guide for the specific policy.  Schools found in violation of this rule may be barred from further participation in the Section Play-offs.
 

Section 14.  FACULTY SUPERVISION

Adequate student/spectator supervision MUST be provided by each school participating in the Tournament.  School administrators/faculty who attend the contest in this capacity, shall introduce themselves to the CCS Site Director and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students and spectators.
 

Section 15.  REPORTING RESULTS

Contest results will be posted on the CCS website [www.cifccs.org] as soon as possible.
 

Section 16.  TOURNAMENT INFORMATION

The CCS Participant Information Bulletin will be sent to all schools and the media approximately three (3) weeks prior to the Tournament.
