**Section 1.  SCHEDULED MEETINGS
A.
    At-Large Selection:    THURSDAY, MAY 05, 2005, 7:00 PM, @ CCS office
B.    Evaluation:    THURSDAY, MAY 26, 2005, 5:00 PM, @ the CCS office

**Section 2.  TOURNAMENT DATES
A.
    The CCS Regional Golf Tournaments will be held the week of MAY 09, 2005.
B.    The CCS Section Championships will be held the week of MAY 16, 2005.

Section 3.  QUALIFICATION OF TEAMS AND INDIVIDUALS TO TOURNAMENTS
A.    MINIMUM COURSE REQUIREMENTS FOR ALL LEAGUE QUALIFYING TOURNAMENTS
        1.    All League qualifying tournaments must be conducted over a minimum of 18 holes (one day) on a
                course with a par of 70 or higher.
        2.    If it becomes impossible for a League to complete the 18 holes required in Section 3.-A.1.
                above, due to:
                a.    severe, inclement weather that jeopardizes the safety of the League participants;  OR
                b.    the golf course canceling play,  AND
                c.    it is impossible to reschedule or make up the League tournament in time for the CCS
                        seeding meeting,  AND
                d.    the CCS Commissioner in discussion with the League Commissioner determines that the
                        circumstances meet a. through c. above,  THEN
                Leagues may determine qualifying teams and individuals according to the League bylaws that
                address such circumstances.
B.    REQUIRED ENTRY FORMS
        League Representatives must submit from their respective Leagues the following forms, which MUST
        be received in the CCS Office NO LATER THAN 7:00 PM, THURSDAY, MAY 05, 2005.
        1.    Official League Entry Blank - Boys Team & Individual - Regional Tournament Entries;
        2.    Season Summary Sheet - At-Large Form - Team Tournament.
C.   QUALIFYING FROM LEAGUES TO REGIONAL TOURNAMENTS
   
     1.    Team Tournament
                a.
    Using the five (5) best scores of six(6)-player team stroke play, the top team(s) from each
                        League will qualify for the Regional Tournaments, as follows:
                        - PSAL >> one (1) team;
                        - BVAL; MBL; MTAL; PAL; SCCAL; SCVAL; TCAL; WCAL >> two (2) teams each.
                b.    Five (5) At-Large teams will be selected subjectively by the Golf Committee, using the
                        following unranked criteria:  head-to-head matches; results against common opponents;
                        tournament results; strength of League; courses played.
        2.    Individual Tournament
                a.   The top male individual(s) from each League who are not members of a qualifying team,
                        will qualify for the Regional Individual Tournament, as follows:
                        - MBL >> one (1) individual;
                        - SCCAL >> two (2) individuals;
                        - MTAL; PSAL; TCAL; WCAL >> three (3) individuals each;
                        - BVAL; PAL; SCVAL >> seven (7) individuals each.
                b.    In addition, any male on a qualifying team may compete in the Regional Individual Tournament.

 

Section 3.  QUALIFICATION OF TEAMS / INDIVIDUALS TO TOURN.'S (continued)
D.    QUALIFYING FROM REGIONALS TO SECTION TOURNAMENT
        1.    Team Competition
                a.    Using the five (5) best scores of six (6)-player-team stroke play over 18 holes, the top
                        four (4) teams from each Regional Tournament qualify for the Section Championship.
                b.    If the 5th and 6th players have the same 18-hole score, the team coach will determine
                        which player's score to use.
                c.    If there is a tie for the 4th-place team, the USGA scorecard tie-breaker will be used to
                        determine which team advances (see Section 5.-B.-1. below for scorecard tie-breaker
                        procedure).
        2.    Individual Competition
                a.   
Using the best scores over 18-hole stroke play, the top eight (8) Individual males from each
                        Regional Tournament who qualified to participate, as outlined in Section 3.-C.-2.a. & b.
                        above, and who are not members of a qualifying team, will qualify for the Section Individual
                        Tournament.
                b.    If there is a tie for the 8th player to advance, the USGA scorecard tie-breaker will be
                        used to determine who advances (see Section 5.-B.-1. below for scorecard tie-breaker
                        procedures).  (Individuals eliminated in this scorecard tie-breaker will be considered as
                        alternates, in order of their finish, if an Individual qualifier withdraws from the Tournament
                        at least 24 hours prior to the Sectional Tournament.
                c.    In addition, all males on a qualifying team will qualify for the Individual Section Tournament.
E.    QUALIFYING FROM SECTION TO NOR-CAL TOURNAMENT
        1.    Team Section Competition
                a.    Using the five (5) best scores of six (6)-player-team stroke play over 18 holes, the top
                        three (3) teams qualify for the Nor-Cal Championship.
                b.    If the 5th and 6th players have the same 18-hole score, the coach will determine which
                        player's score to use.
                c.    Time and course permitting, if there is a tie for 3rd place, there will be a sudden victory
                        play-off between the five (5) best scoring golfers on the tied teams. 
If not, the USGA
                        scorecard tie-breaker will be used to determine which team advances (see Section
                        5.-B.-1. below for scorecard tie-breaker procedure).
        2.    Individual Section Competition
                a.   
Using the best scores over 18-hole stroke play, the top four (4) Individual boys, who are
                        not members of a qualifying team, will advance to the Nor-Cal Individual Tournament.
                b.    Time and course permitting, if there is a tie for the 4th qualifier, and/or for the 1st-place
                        medalist, there will be a sudden-victory play-off to determine who advances, and/or who
                        is the Individual Champion, respectively.
  If not, the USGA scorecard tie-breaker will be
                        used to determine which team advances (see Section 5.-B.-1. below for scorecard
                        tie-breaker procedure).
                c.    All males on teams qualifying for the Nor-Cal Team Tournament will compete in the
                        Nor-Cal Individual Tournament.

Section 4.  SEEDING PROCEDURES
Teams and Individuals will be separated into two (2) fields of 84 players each for Regional play, and one (1) field of 64 players for the Section Tournament.  No additional seeding will occur.

Section 5.  RULES
A.   
Current USGA Rules of Golf shall apply, as modified by local course rules.
B.    TIE-BREAKERS
        1.    Team Competition
   
             Time and course permitting, if a 3rd-place tie occurs at the Section Championship, there will be a
                sudden-victory play-off of the top five (5) players on the tied teams.  If not, the USGA Tie-Breaker
   
             shall be used, as required:  Match card totals of the tied teams' top five (5) players for holes 10-18;
                if still tied, then holes 13-18; if still tied, then holes 16-18; if still tied, then hole 18.
        2.    Individual Competition
   
             Time and course permitting, if a 1st-place and/or 4th-place tie occurs at the Section Championship,
                there will be a sudden-victory play-off of the respective tied players.  If not, the USGA Tie-Breaker
                shall be used, as required:  Match cards for holes 10-18; if still tied, then holes 13-18; if still tied,
                then holes 16-18; if still tied, then hole 18.

 

Section 5.  RULES (continued)
C.    GALLERIES
   
     If allowed by the local course being used, galleries are permitted.  However, all participants shall adhere
        to the "no-advice" rule for the duration of the Tournaments.
D.    SCORING
        A coach, appointed by the CCS, will accompany each group and serve as the official referee and enforce
        the USGA Rules of Golf.  Players will exchange scorecards on the 1st hole and keep the official score
        for one of the other members of the group.  Each player is responsible for the accuracy of his score for
        each hole played.  At the end of the round, each player shall verify his score on each hole, and sign the
        official scorecard prior to it being turned in to the scorer's table.
E.    TEES
        "Championship" (blue) tees will be used for the Team and Individual Regional and Sectional
        Tournaments if the slope from the "Regular" (white) tees is less than 125.  Otherwise, the "Regular"
        (white) tees will be used.
**F.    ATTIRE
   
     Players' and coaches' attire must conform to the rules of the course being played.

Section 6.  AWARDS
Awards, as follows, will be presented immediately following the Championship Round:
A.    4 Team Trophies:  1 awarded to each Champion, Runner-Up, 3rd- and 4th-Place team;
B.    12 Medals:  1 awarded to each member of the Champion and Runner-Up team;
C.    1 Plaque:  Awarded to the Coach of the Champion team;
D.    6 Medals:  1 awarded to each 1st- thru 6th-Place finisher in the Individual Tournament.

Section 7.  SPORTSMANSHIP
A.
    The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike
        environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.

B.    The following behavior is unacceptable at all CIF/CCS High School contests:

- berating your opponent's school or mascot

- artificial noise makers

- complaining about officials' calls (verbally or in gestures)

- obscene cheers / gestures

- berating opposing players

- negative signs

C.    To this end, each school is required to submit a signed Sportsmanship Contract for each of the
        three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.
D.     Each Principal is required by the CCS Board of Managers to meet with any team or individual from
        his/her school participating in the Tournament to review CCS Sportsmanship Information.

E.     Coaches and players will attend a meeting with the Site Director where they will be reminded of the
        importance of good sportsmanship and to make certain their Administrators have reviewed this
        information with their athletes in the past week.
F.    Players shall not use cell phones on the course during the Tournament.  Violation of this rule will be
        considered unsportsmanlike behavior.
G.    Marshals appointed by the CCS are expected to enforce appropriate behavior during the Tournament.
H.    Unsportsmanlike behavior will result in the following penalties:
        1.    First offense - warning;
        2.    Second offense - 2-stroke penalty;
        3.    Third offense - disqualification.

 

Section 8.  COACHES MUST BE PRESENT
Coaches are expected to remain at the event throughout the competition.  All student-athletes competing in any CCS contest (scrimmages, alumni contests, pre-season, League and CCS Play-offs) must be accompanied by a coach that meets the following criteria, as addressed in CIF Bylaws 308 and 506:
A.    MUST BE THE "REGULAR COACH"
        The coach of either a public or private school team or athlete must be the coach of record for that
        school for the current season and must comply with all requirements of CIF Bylaw 506.
        1.    PUBLIC SCHOOLS - All public school teams must be coached by persons who meet the
                requirements of the California Education Code and the California Administrative Code Title V.
        2.    NON-PUBLIC SCHOOLS - In the case of a non-public school, persons engaged by that school on a
                yearly contract basis as regular members of the school coaching or teaching staff and certified by
                the administrator for that school as competent for the position held.
B.    EMERGENCY SITUATIONS
        In the case of an emergency ONLY, the principal of the school may designate an alternate coach, as
        long as it is done in writing prior to the contest and submitted to the League Commissioner for all
        pre-season and League contests, and the CCS Commissioner for CCS Play-off contests.  Any alternate
        coach MUST be an individual who meets all the conditions required in Section 8.A.1. above in the case
        of a public school; and Section 8.A.2. above in the case of a non-public school.
C.    NO COACH PRESENT - STUDENT INELIGIBLE

Section 9.  ELIGIBLE ATHLETES
A.    No student-athlete will be allowed to compete who is not accompanied by a coach or faculty
        member of the school which he or she is representing.  Coaches are expected to remain at the
        course throughout the Regional and Sectional Championship competition.
B.    All student-athletes must be in good standing with their League, school and CCS in order to compete.
        No ineligible athletes will be allowed to compete.
C.    Any player or coach who is disqualified from the Tournament for FLAGRANT MISCONDUCT or
        UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that
        season, including the Nor-Cal Tournament.

Section 10.  PRACTICE AT CHAMPIONSHIP SITE(S)
A.    Practice at competition site(s) is allowed.  However, the site must be willing to allow all requesting
        schools the opportunity to play a practice round.  The site MUST charge each school/player equally to
        play.  SUNDAY PRACTICE IS NOT ALLOWED.
B.    After
APRIL 1st, no practices or competitions may be held at the announced Nor-Cal Championship
        site, except for those regularly-scheduled contests by teams that have contracts to use the site as their
        regular-season home course.

Section 11.  TEAM TRAVEL SUBSIDY
Per CCS Policy, travel is subsidized, for teams only, @ $0.34 per mile, round-trip, per vehicle -- with a maximum of two (2) vehicles. (See APPENDIX for TEAM TRAVEL SUBSIDY FORM)

Section 12.  TOURNAMENT INFORMATION
The Participant Information Bulletin will be mailed to all schools and the media approximately three (3) weeks prior to the Regional Tournaments.
