LARRY RICE
CCS COMMISSIONER

1977-1989

With great sadness, we are sharing the obituary notice of Larry Rice, CCS Commissioner    from1977 -1989.   Phyllis Fujii, CCS Office Manager and Nancy Lazenby Blaser, CCS Commissioner, were privileged to work with Larry in his capacity as CCS Commissioner:  He was truly a great man with great intellect, great integrity and great vision.  His service to Los Altos High School and the CCS and so many others in so many communities was immeasurable and significant.  He will be sorely missed as a mentor, colleague and friend.

Rice Jr., Laurence Stewart

Laurence Stewart Rice, Jr. March 7, 1932 - March 6, 2008 Larry Rice passed away peacefully at his home in Santa Cruz where he has lived for 25 years. He is survived by his wife, Madelyn, his five children Larry Rice III, Nancy Bendorf, Judy Rucker, Janet Bradley, Doug Rice, and step-children Mart Petersen and Jan Whitaker, 18 grandchildren and 6 great grandchildren. Larry grew up in Southern California and attended San Jose State University and earned a Bachelor and a Masters Degree. He had a passion for athletics and played baseball and football in high school and college. His work in high school education and administration eventually led him to become Commissioner of the Central Coast Section (CIF). Officiating and watching college football, playing and watching golf and tennis continued throughout his life; ballroom dancing, symphony concerts and extensive travel by air, land or water also became major interests. A well respected, much admired man of integrity, with a great sense of humor; he will be sorely missed. A private gathering will be held at a future date. Donations may be made in his honor to: Spartan Foundation, San Jose State University, One Washington Square, San Jose, Ca 95192-0062 or Santa Cruz County Symphony, 307 Church Street Santa Cruz, CA 95060.

New CIF Transfer Rule

PARENTS  Please talk to your current or new Athletic Director about any questions you may have about transfers. DO NOT CALL THE CCS OFFICE.   Athletic Eligibility for students enrolled in a school is the responsibility for the school administration at that school.  These rules are not "handed down" by CCS.  CCS and CIF is an organization formed by it's member schools to provide the governance structure for rules and regulations.  As such the schools propose, discuss and vote on all rules and regulations that govern their athletic program.  All 10 sections' member schools voted on the new transfer rule and the majority of the schools in the state voted to approve this new rule.

The CCS Office cannot respond to any parental inquiries about the new rule.  We simply cannot do an in-service for every individual parent on the new rule.  AD's have been informed about the new rule, and those that were able attended a training.  They are the best people to assist you with questions. If they do not know the answer, they will contact CCS and get the answer for you.  There are over 70,000 student athletes in the CCS in 136 schools, it is impossible for us to respond to your inquiries.  Thank you for your cooperation.

  •  Arriving at any school or the CCS office unannounced in person and expecting to meet with personnel to review or discuss or complete eligibility forms is a completely unrealistic and inappropriate expectation.

  • Please make sure your parents are well-informed, so the process is not disruptive (and irritating) to those of us charged with the difficult task of insuring compliance with the rules, and so that parents understand what their expectations should be.

  • Parents should NOT expect to drop in and get any signatures and walk out with the form that same day!!!!!!

(Sanctioning Event Alert Report)
FROM:  NFHS

Some days ago, we sent an email to you expressing concern about an upcoming soccer event called the West Coast High School Classic.  Our communication was motivated by some descriptive language about the event that we thought created confusion.  Since then, we have had an exchange of views with the event sponsor and we believe we have a better understanding of his intentions.  We now understand that he does not intend to associate his event with the NFHS without our permission (which he has neither sought nor been given).  We also now understand that he intends to advise participants that they must comply with any applicable rules of their state associations.   On the basis of our understandings, our concern about the event has been allayed. If you have any questions, please feel free to contact the NFHS headquarters and direct you questions to Elliot Hopkins. Thank you for your attention to this matter.
